			<description>&#60;p&#62;Romanian housing market has been on life support by the government program for the first time house buyers.&#60;br /&#62;
House prices are still far from the bottom and few of my arguments are the following: solvable demand is very poor, unemployment is rising, salaries will be cut for the public sector, taxes on property are going up and heavy indebtedness and tight credit are set to keep it this way or even get worse for the next period.&#60;/p&#62;
&#60;p&#62;House prices are still in bubble territory as the average house price is still well over five times the average annual income, 80% of adults under 30 years are not able to afford a house.&#60;/p&#62;
&#60;p&#62;Salaries and rents prove that prices will keep falling for the next 2 years. Anyone who bought a house considering it &#34;bargain&#34; this time last year is already sitting on a painful loss and things won’t stop here.&#60;/p&#62;
&#60;p&#62;I think that times when people have overstretched themselves on the basis that their salaries and benefits can only ever rise; that their jobs are jobs for life are history.&#60;br /&#62;
It's still cheaper to rent than to own the same size and quality house, in the same area. Currently renters win and owners who took a mortgage during 2007-2009 lose. Total owner costs include taxes, maintenance, and other costs like insurance. Buying a house is still a very bad deal in most of the cities but it does make sense to buy in some relatively poor cities/ districts where prices have already fallen into line with salaries and rents. Check whether you should rent or buy in your own area by making an easy calculation.&#60;br /&#62;
The only true sign of a bottom is a price low enough so that you could rent out the house and make a profit. Then you'll know it's safe to buy for yourself because then rent could cover the mortgage and all expenses if necessary, eliminating most of your risk. The basic buying safety rule is to divide annual rent by the purchase price for the house:&#60;br /&#62;
Total annual rent / purchase price &#38;lt; 5% means do not buy&#60;br /&#62;
Total annual rent / purchase price = 6-8% means borderline&#60;br /&#62;
Total annual rent / purchase price &#38;gt;= 9% means it’s ok to buy&#60;/p&#62;
&#60;p&#62;Don’t forget that it's a terrible time to buy a house when interest rates are low, like now. Many agent and developers just lie about this fundamental fact. House prices fall as interest rates rise, because a fixed monthly payment covers a smaller mortgage at a higher interest rate. Since interest rates have nowhere to go but up (considering the historical low interest rates we have now), prices have nowhere to go but down. The way to win the game is to have cash to buy at a low price when others cannot borrow very much because of high interest rates. Then you get a low price, and you get capital appreciation caused by future interest rate declines. If buy at a time of low interest rates and high prices like now is a mistake for both reasons.&#60;br /&#62;
It’s far better to pay a low price with a high interest rate than a high price with a low interest rate, even if the mortgage payment is the same either way.&#60;br /&#62;
•	You will pay lower taxes with a low purchase price.&#60;br /&#62;
•	A low price gives you the ability to pay it all off instead of being a debt-slave for the rest of your life.&#60;br /&#62;
•	Paying a high price now may put you &#34;under water&#34;, meaning you'll have a mortgage larger than the value of the house and you will not be able to refinance because there you'll have no equity, and will not be able to sell without a loss. Even if you get a long-term fixed rate mortgage, when rates inevitably go up the value of your property will go down. Paying a low price minimizes your damage.&#60;br /&#62;
Many buyers have already borrowed too much money and cannot pay it back. They spent it on houses that are now worth less than the loan. This means many banks are actually preparing to request additional guarantees, to increase the interest rates or if borrowers cannot pay anymore to sale the property.&#60;br /&#62;
Many buyers have used way too much leverage (using debt to amplify gain) and they forget that debt amplifies losses as well. If a buyer puts 25% down and the property price goes down 25%, he has lost 100% of his money on paper. In case he has to sell due to job loss or a mortgage rate adjustment, he lost 100% in the real fortune.&#60;br /&#62;
If you make and easy calculation you will see that the renter - if willing and able to save his money - can buy a house in half the time that a conventional buyer can pay off a mortgage. Interest generally accounts for more than 65% of the cost of a house. The saver/ renter not only pays no interest, he also gets interest on his savings. Leveraged housing appreciation, usually presented as the &#34;secret&#34; to wealth, cannot be counted on, and can easily work against the buyer. In fact, that leverage is the danger that got current buyers into trouble.&#60;br /&#62;
Because the housing bubble was not driven by supply and solvable demand now we have many houses on sale which will not find a buyer at current prices. Prices in the bubble, even now, are entirely a function of how much the banks are willing to lend. Most people will borrow as much as they possibly can amounts that are completely disconnected from their salaries or from the rental value of the property.&#60;br /&#62;
Many owners have simply stopped paying their mortgages, and the banks are doing nothing about it yet, letting the owner live in the house for free. If a bank takes possession of a house that means the bank is responsible for property taxes and maintenance. Banks don't like those costs. If a bank then sells the house at current prices discounted for example with 25%, the bank has to admit a loss on the loan. Banks like that cost even less but they won’t be able to wait for long time.&#60;br /&#62;
One day, not so far, those houses will come on the market decimating the prices and allowing many families to buy a house without a suicidal level of debt, and maybe without any debt at all.&#60;br /&#62;
Many people were corrupted by the housing boom and they were very happy because their houses were earning more than they did, never asking where all this free money was coming from. Well the truth is that it was being stolen from the next generation. Houses price increases don't produce wealth; they merely transfer it from the young to the old, from the coming generation of families who have to take high debts if they want to own, to the sellers who cashed their property.&#60;br /&#62;
House price inflation has been very unfair to new families, especially those with children. They have been foolish to buy at high prices and the government never talk about how lower house prices are good for families, instead preferring to sacrifice the young and poor to benefit the old and rich. Every affordability program drives prices higher by pushing buyers deeper into debt. Increased debt is not affordability; it's just pushing the problems into the future.&#60;br /&#62;
Now there are many empty new houses. Builders are being forced to drop prices even faster than owners, because builders must sell to keep their business going. They need the money now. Builders have excess inventory that they cannot sell at current prices, and new houses are completed at lower costs, making the housing slump worse. &#60;/p&#62;
&#60;p&#62;Be patient and you will make a good deal!

			<description>&#60;p&#62;salutare la toti. Vreau sa va anunt ca, in sfarsit am reusit sa vizitez blocurile de la ARED impreuna cu un reprezentant mk de la ei. Am ajuns pe santier tocmai cand se  verificau instalatiile (tevile) de apa care sunt trase prin sapa pentru a se vedea daca nu sunt fisurate. Am fost foarte placut surprinsa sa vad acest lucru care mi-a dat mai multa incredere in apartamentele construite de ei. Am vazut diverse tipuri de apartamente insa, mi-a ramas sufletul la unul din R13 care avea bucatarie mare si apartamentul era decomandat. Imi place mult acest tip de apartament dar, din pacate acesta (singurul ramas disponibil) nu are balcon si nu stiu ce sa fac: sa-l cumpar pe acesta chiar daca nu are balcon sau sa-mi aleg un alt tip care are bucataria comuna cu livingul, dar are si balcon. Mai cuget...

			<description>&#60;p&#62;Vad ca se vorbeste foarte mult despre ce ar trebui sa aibe un apartament nou ca sa fie ok si m-am gandit sa va scriu cateva lucruri foarte importante pe care trebuie sa le urmariti la un bloc nou:&#60;br /&#62;
- din ce e construit blocul (caramida este mult mai buna pentru izolarea termica decat betonul, de ex.)&#60;br /&#62;
- izolarea exterioara&#60;br /&#62;
- geamurile (au rol atat in izolarea fonica, cat si in cea termica)&#60;br /&#62;
- hidroizolarea si fonoizolarea plafonului si a pardoselii, cat si a instalatiilor&#60;br /&#62;
- peretii interiori (nu stiu cati dintre voi stiu ca peretii din rigips pe schelet metalic sunt mult mai buni ca si izolare decat cei din caramida, a fost demonstrata treaba asta de catre Universitatea de arhitectura si urbanism Ion Mincu).&#60;br /&#62;
Acestea sunt cateva din aspectele foarte importante ce trebuie urmarite la o cladire. Mai sunt si altele, dar pentru mine acestea sunt primele pe lista.

Imi place ce am vazut, chiar se vede ca lucreaza cu constructori din ungaria, calitatea e cu totul si cu totul alta. Caramizi groase, izolatie buna. Eu am lucrat o vreme in constructii si ma cam pricep la asta. Tipa care m-a dus in santier era informata bine si mi-a raspuns la toate intrebarile si nu a zis nimic cand i-am cerut sa vad cum se construieste, ba chiar m-a indemnat sa vad &#34;in spatele scenei&#34;, ceea ce mi-a dat senzatia clara ca nimeni nu-mi ascunde nimic. Fain asa.&#60;br /&#62;
Eu acum ma vantur prin america si imi vine sa ma intorc acasa. La preturile de la ared imi pot lua ceva super decent. Ma gandesc la ceva in jur de 40.000-45.000 euro in R12. Blocul asta e gata in Septembrie dar l-am vizitat. Se lucreaza la interioare acum.&#60;br /&#62;
Si inca o chestie super, am un prieten avocat si fiindca am cerut un model de contract de la firma asta, i-am dat lui sa-l studieze un pic. Mi-a dat okay-ul, deci nu sunt &#34;dedesubturi&#34;, asa ca-s linistit.&#60;br /&#62;
Daca imi iau apartamentul asta...Romania I'm coming baaaack ! :D

I  don't have any education within  business/ real estate,  and that's why is not easy to understand what is going on in Romania now. Your description  of Romanian economic situation is correct , but still the  prices in the real estate market are quite high. I really would like to buy in district no 1 in Bucharest  but prices are still over 2500.&#60;br /&#62;

			<description>&#60;p&#62;I expect that property prices in Romania will continue to decrease during the next 2-3 years and in the next 9 months of 2010 we will see prices cut around 20-25%.&#60;br /&#62;
When I made this forecast I have considered the following factors for prices sliding:&#60;/p&#62;
&#60;p&#62;•	Unemployment will rise to around 10-11% and more and more families will not be afford anymore the mortgage payments&#60;br /&#62;
•	Lenders have become reluctant to lend with LTV higher than 60-70% and the government program is not made for prices above EUR 70k. As a consequence the prices will continue to adjust towards the affordability thresholds of EUR 40-70k.&#60;br /&#62;
•	To make if even worse for the families that can not afford anymore the mortgage payments they can not sale and buy something cheaper as the decline of housing prices has brought them to negative equity.&#60;br /&#62;
•	Most mortgage loans are variable rate, making the households with mortgages sensitive to interest rate changes. As the western countries will recover the interest rates will start to increase and potential increase of EURIBOR from current minimum levels (EURIBOR 6m is below 1% while in Jan 2008 it was around 4.7%) will put additional pressure on mortgage payments.&#60;br /&#62;
•	Rental yields have decline and will continue to decline as a consequence the buy-to-let investors have disappeared and the gap between the depressed solvable demand and supply will continue to increase.&#60;br /&#62;
•	As more homeowners default, lenders will have to start making tough decisions about foreclosing on these properties, as it has became clear that the homeowners cannot pay the overdue installments and become current on the loans. The increase of foreclosure will bring many properties on the market adding additional pressure on the current increasing inventories.&#60;br /&#62;
•	New constructions with lower costs for land, labor and materials will come onto the market in the years to come. These perspectives will increase the pressure on the prices for current stock of houses/ apartments.&#60;br /&#62;
With property prices declining and the cost of renting a house also coming down I think it may be advisable for the first time buyers to wait at least till the second part of 2010 before stepping onto the property market. 9-12 months from now could be a better time for first-time buyers as the market is likely to be 20-25% below current level.&#60;br /&#62;
The property slump has created some opportunities for first-time buyers but the best ones are not on the market yet. Renting is still more advisable than buying a house in the current economic climate.&#60;/p&#62;

			<description>&#60;p&#62;Amanda, eu am intrebat si caldura va fi contorizata individual, va fi un ceas separat ca la apa calda si apa rece. Vei putea opri si porni caldura oricand asa ca pentru mine este ok, mai ales ca blocul este foarte bine izolat. Stiu asta pentru ca intre timp am fost si am vizitat blocurile si se vede clar felul in care sunt construite. Eu recomand oricui doreste sa cumpere sa mearga sa vada blocul in faza de constructie pentru ca iti faci o parere mult mai buna despre ce si cum. E una cand reprezentantul de vanzari iti povesteste si alta cand vezi cu ochii tai. Asa am vazut de exemplu si cum sunt izolate coloanele de utilitati in asa fel incat sa nu se auda cum trage vecinul apa la toaleta sau cand spala vasele. Am mai vazut si partea de izolatie din pardoseala, asta pentru izolarea fonica intre vecini, lucru foarte important pentru noi.

			<description>&#60;p&#62;Ma bucur sa aud numai de bine despre ARED pentru ca si eu intentionez sa-mi cumpar apartament cat de curand ca sa prind promotia in R10 cu plita electrica, cuptor electric si hota. De mult mi-am dorit sa am plita si cuptor electric pentru ca am vazut la sora mea in Germania si sunt mai ok decat cele pe gaz, in special cuptorul care coace uniform. Singura chestie care nu o stiu este cum se va plati incalzirea daca centrala termica este pentru tot blocul?

			<description>&#60;p&#62;Posibil vecin, da in alt bloc ca in blocul tau nu prea mai sunt apartamente, asa ca ma orientez spre R10 sau R13. La R10 e oferta acum, primesc plita vitroceramica, cuptor si hota la achizitionarea unui apartament, promotie care abia a inceput. Inca nu sunt hotarat, eu vreau un apartament, sotia altul asa ca trebe sa ajungem la un compromis. &#60;/p&#62;
&#60;p&#62;Avand in vedece ce zici tu abia astept si eu sa fie gata, poate chiar mai repede asa cum s-a intamplat la tine. Sunt curios sa-mi spui cum e dupa ce e finisat pentru ca si noi cochetam cu ideea de a face finisarile cu ei sa nu mai avem bataie de cap cu mesterii.&#60;/p&#62;
&#60;p&#62;Eu ma uit aproape zilnic la ei pe site si imi plac mai multe apartamente, daca ar fi dupa mine as lua 2, dar momentan luam 1 si vedem, daca reusim sa vindem un teren ce-l avem, mai luam unul si il dam in chirie pt ca in zona chiria la un ap de 2 camere incepe de la 200 euro.

			<description>&#60;p&#62;Ideea cu finisarea e super fiindca prefer sa-mi iau un apartament la cheie si sa nu-mi bat capul cu mesterii...caci noi toti stim cum e cu mesterii astia...&#60;br /&#62;
Eu mi-am luat un apartament in R9 acum vreo 5 luni. Mare mi-a fost surpriza cand m-au notificat la inceputul lui Februarie ca il pot primi, fiindca termenul era sfarsitul lui Martie. Deci ma mut curand !!!&#60;br /&#62;
In 2 saptamani sunt gata si finisajele. Vreau sa spun ca atunci cand l-am receptionat, era impecabil, de la geamuri lustruite pana la totul functional, incepand de la gaz pana la curent. Am primit cadou si un controler pentru centrala termica, care a fost o surpriza. Chestia asta electronica masoara temperatura aerului din camera, nu temperatura apei din calorifere, se poate programa si toate astea inseamna economie in portofel.&#60;br /&#62;
Sunt extrem de nerabdator sa ma mut!!! Ceva vecini pe aici? ;)

&#60;p&#62;Prietena mea are apartament luat acolo. Desi nu e din Arad, e din Botosani si-a luat acolo ca a zis ca nus tie cum va merge treaba aici peste cativa ani si mai bine isi ia in Arad ca are sanse mai multe sa faca ceva dupa ce se duce inapoi in tara decat la Botosani. Ea a auzit despre apartamente de la o colega de servici si a primit numarul de telefon de la care si-a luat aia si a sunat, tipa de la Ared i-a povestit ce si cum si i-a trimis pe net detalii si a fost in Arad doar cand a semnat. Plateste de aici de la banca direct la ei in cont. Apartamentul ales are un salon si un dormitor, baie, bucatarie si balcon. Este frumusel si va fi gata in iunie din cate am inteles. Ea vrea sa-l dea in chirie si sa-si plateasca din rata o parte. Numa bine ca dupa 7 ani e platit cu totul si nu are treaba cu nicio banca ca nu avea cum sa arate ce venit are ca stiti cum e pe afara, muncesti si la negru. S-a interesat in zona si chiria e cam 200 euro la ap cu 2 camere si mai mult daca e si cu mobila.&#60;br /&#62;
Cand la cumparat ea a ales sa faca Ared tot ca nu stim pe nimeni in Arad care sa se ocupe de finisarea apartamentului.

			<description>&#60;p&#62;M-am uitat si eu pe site-ul celor de la ARED si mi se pare foarte intersant proiectul lor, mai ales produsul de finantare. As dori si eu sa-mi cumpar un apartament cu 2 camere, cu o suprafata de cca 65 - 70 mp. La ce pret s-ar ridica un astfel de apartament si cam cat ar fi avansul si ratele. Apartamentele se predau finisate?&#60;br /&#62;

			<description>&#60;p&#62;In blocul meu, cred ca aproape jumate din apartamente sunt cumparate de catre romani care muncesc afara. Stiam ca apartamentele sunt vandute, insa exista nelocuite, si de curiozitate am intrebat administratorul de ce si el mi-a spus ca sunt foarte multi care sunt plecati la munca in strainatate. Avand in vedere ca nu iti trebuie adeverinta de venit pentru ratele la Ared, pe cei 7 ani, cred ca e mult mai usor pentru cine lucreaza afara sa isi ia un apartament aici, stii ca in 7 ani ai terminat si ca apartamentul e platit in intregime si chiar daca sunt afara ei pot sa-l inchirieze asa ca o parte din rata si-o scot din chirie.&#60;br /&#62;
Pe langa asta, eu sunt foarte multumita de cheltuielile aferente fiecarei luni. A trecut iarna si pt ap meu de 2 camere si 2 persoane nu am platit mai mult de 220 lei cheltuieli (aici fiind inclus si gazul pt centrala, deci incalzirea), ceea ce e mare lucru. Inainte stateam in chirie si plateam mai mult de 200 numai caldura, ca sa nu mai zis si de alte cele. Si iarna asta chiar a fost friguroasa, dar blocul e izolat bine.&#60;/p&#62;
&#60;p&#62;Daca mai doresti informatii eu iti stau la dispozitie cu ce pot.

			<description>&#60;p&#62;Eu locuiesc in Spania si am cativa prieteni care si-au luat acolo apartament si sunt multumiti. Apartamente noi si structuri noi in rate fara sa fie nevoie de banca. Suna foarte bine. Sunt nerabdator sa ma intorc in tara si sa ma duc acolo sa vad ce au. Din cate am auzit, trebuie sa-ti rezervi cu ceva timp inainte ca sa poti beneficia de un pret bun. Vedem.

			<description>&#60;p&#62;Si noi (eu cu prietenul meu) ne-am cumparat un apartament la ARED si vreau sa va spun ca suntem foarte  multumiti de  cum am fost tratati,de calitatea apartamentului si nu in ultimul rand faptul ca am primit finantare instant fara complicatii .&#60;br /&#62;
Abia astept sa ne mutam, blocul  nostru  ar trebui sa fie gata in iunie,dar tot ce e posibil e sa fie gata in mai fiindca  si ultimele doua blocuri au fost terminate cu doua luni inainte de termen.&#60;/p&#62;

			<description>Eu am apartament la Ared, la Uta si sunt foarte multumita de tot, de la cum s-au ocupat de tot in timpul vanzarii, cat si dupa. Apartamentul este unul cu 2 camere si balcon, un balcon mare si frumos unde iti e mai mare dragul sa stai la o cafea. Am ales varianta de rate deoarece e mai simplu decat prin banca. Platim in 7 ani si nu ne-au trebuit decat buletinele, fara alte acte de venit, asa ca eu iti recomand sa-ti cumperi linistita.</description>

			<description>Caut de ceva vreme pareri si informatii cat mai multe si mai variate despre apartamentele celor de la ARED din Arad. A m pus ochii pe un apartament acolo si vreau sa stiu tot ce se poate despre apartamentele lor inainte de a lua o hotarare. Ceea ce am aflat despre site-ul lor si ce am vazut la fata locului pare ok, adica centrala proprie, clima, pereti interiori finisati, usa metalica, alarma, interfon, spatiu amenajat in curtea interioara, geamurile PVC cu sticla Low E, 2 lifturi pe bloc, etc. Am gasit ce mi-ar placea, au foarte multe tipuri de apartamente, zona UTA este foarte buna din punctul meu de vedere asa ca vreau pareri ale proprietarilor daca se poate.</description>

			<description>Buna ziua, Intr-adevar, sunt foarte multe mesaje de spam si incercam pe cat posibil sa le facem fata. Dar va asigur ca ne uitam pe toate mesajele sterse astfel incat sa nu scape cumva din greseala si vreunul bun. Si noi asteptam cu nerabdare mesajele lui steve80 pentru ca sunt foarte documentate si bine argumentate si pana acum nu am vazut niciunul de la el. N-am cenzurat niciodata vreun post de-al lui Steve sau de-al oricui altcuiva care are ceva de spus (indiferent ca este de bine sau de rau despre piata imobiliara). Daca s-a intamplat cumva ca vreun mesaj sa fi fost identificat drept spam si sters, ne cerem scuze. Insa nu vom fi niciodata adeptii manipularii sau stergerii opiniilor cuiva, dovada ca am raspuns mesajelor dvs in loc sa le stergem. Va multumim insa pentru atentionari, o sa incercam sa gasim si alte metode pentru a nu fi inundati de spam.</description>

			<description>Stimate ADMIN, citeste te rog intai despre ce e vorba intr-un post inainte sa-l stergi!!! E foarte bine sa cureti periodic spam-ul, dar te rog nu-ti bate joc de utilizatorii civilizati! Eu apelasem la Steve si Costel sa revina cu un update al situatiei si am obs intre timp mai multe postari care au aparut si au disparut ulterior. Insa acelea erau toate spam, asa ca m-am bucurat ca mai exista si un admin care sa faca un pic de curatenie... Am apucat sa citesc si eu postul lui Steve, care spunea ca abia se intorsese din Spania etc, pt care-i multumesc si imi cer scuze ca atunci n-am avut timp pt reply.
